RICHARD
A. COVEL
VICE PRESIDENT AND GENERAL COUNSEL
Richard A. Covel is Vice President, General Counsel, and
Secretary of DRC.
Mr. Covel, who joined DRC in December 2000, is in charge
of all legal and intellectual property affairs of the Company. His
responsibilities include coordinating all internal and external legal
activities relative to government contracts, finance, litigation,
Securities and Exchange Commission and NASDAQ compliance, labor and
employment, tax and mergers and acquisitions. In addition, Mr. Covel is
responsible for the company's risk management and DRC's Government
Security Group reports directly to him.
Prior to joining DRC, Mr. Covel was General Counsel for
Foster-Miller, Inc., a research firm that develops new technologies for
the Department of Defense and other government agencies, gas and
electric utilities and other domestic and international clients. Mr.
Covel's previous positions included, Assistant General Counsel to SCA
Services, Inc. and Waste Management, Inc. where he had responsibility
for environmental, construction and litigation matters. As Assistant
General Counsel for the Massachusetts Bay Transportation Authority, he
managed construction contracting and claims related to the subway
system's civil, mechanical and electrical expansion projects. Mr. Covel
was a senior engineer for nuclear, fossil and hydroelectric power plant
projects and later advisory counsel for the licensing of power plants at
Stone & Webster, Inc.
Mr. Covel holds a Bachelor of Science degree in Mechanical
and Electrical Engineering from the Massachusetts Maritime Academy and a
juris doctorate from New England School of Law. He was admitted to the bar
in Massachusetts in 1975 and as a patent attorney in 1989. Mr. Covel held
a commission in the Naval Reserve while serving as an engineering officer
in the United States Merchant Marine.
