Management Team
THOMAS J. KELLY
SENIOR VICE PRESIDENT AND GENERAL MANAGER, SYSTEMS ENGINEERING AND
INFORMATION TECHNOLOGY GROUP
Thomas J. Kelly is Senior Vice President and General
Manager of the Systems Engineering and Information Technology Group
(SE&IT) for DRC. The SE&IT
delivers services to federal, state, and commercial organizations. DRC's
SE&IT is externally evaluated as a Repeatable (Level 2) organization
in accordance with the Software Engineering Institute's (SEI's)
Capability Maturity Model (CMM) and is pursuing assessment as a Defined
(Level 3) organization. State business is heavily concentrated in
delivering Health and Human Services application development support and
LAN/WAN infrastructure support. The infrastructure support includes
equipment procurement, installation, certification and service-level plan
support to include helpdesk management and operation. The SE&IT also
provides technology support to other groups in the corporation in such
areas of database analysis/support, web enablement, programming support
services, documentation/conversion support, and software engineering
structured methodology support and development.
Immediately preceding his present position, Mr. Kelly
was Managing Principal of the Social Services Practice for the Unisys
Corporation. Mr. Kelly managed all social services programs for the
Public Sector of Unisys and the development of applications for state
governments across all areas of federally mandated programs. These
programs included Child Welfare, Child Support Enforcement Systems and
Adult Protective Services. In addition to ground up development
projects, Mr. Kelly managed large-scale, follow-on maintenance efforts
for several state governments.
Prior to joining Unisys, Mr. Kelly worked for Atlantic
Research Corporation where he managed multiple, large, firm fixed price
contracts in the United States and Canada. These contracts provided
services to the federal government agencies under the General Services
Administration task order type contracts.
Prior to that Mr. Kelly completed a distinguished career
in the United States Air Force.
Mr. Kelly holds a Bachelor of Science degree in General
Engineering from the United States Military Academy and a Master of
Science degree in Research and Development from Rensselaer Polytechnic
Institute.
