Air Armament Center
Challenge
The Air Armament Center at Eglin AFB,
like other acquisition centers experienced a significant
exodus of experienced Government civilians. In addition, the
pendulum is swinging back from total system performance
responsibility for the prime to greater responsibility for
the Government. This, along with the drawdown in active duty
personnel and increased ops tempo, has intensified the
requirement for experienced contractor support.
Solution
DRC is a team member (MacAulay Brown is
the prime) on a contractor team providing technical
acquisition and management support to the Air Armament
Center and its associated units. DRC employees provide
critical program management, logistics and financial
functions for the Joint Direct Attack Munition (JDAM) Joint
Program Office, and Miniature Air Launched Decoy (MALD)
program within the Air to Air Program Office. DRC's IT
expertise provided to the Munitions Directorate is critical
to the development of new air-launched weapons technology,
including new fusing devices, aerodynamics and
miniaturization of the weapons. Our engineering support to
the Agile Combat Support Program Office encompasses several
critical support programs including shelters and various
pieces of ground support equipment.
To ensure full stewardship of the
available program funds, DRC provides expert financial
support in clearing contract closeout for multiple program
offices. The clearing of ULOs (Unliquidated Obligations) and
NULOs (Negative Unliquidated Obligations) ensures, not only
that contracts are funded at completion, but that excess
funds on the contracts are recaptured for use in other
critically needed areas.
Benefits/Achievements
DRC's tools such as our Risk Management
Model and our ETAPS financial tracking software allow the
program offices to improve their overall effectiveness and
management capabilities. The efforts of DRC have resulted in
savings in excess of $50M in the clearing of ULOs and NULOs
alone. DRC's recommendations for innovative approaches to
acquisition have assisted the program offices in tailoring
procurements and easily adopting new streamlined acquisition
solutions, resulting in time and dollar savings to the
programs. Our support was key to the JDAM program's winning
of the DOD David Packard Excellence in Acquisition Award and
the Air Force Organizational Excellence Award.
