Air Operations Center (AOC) Weapon System
Challenge
The Air Force wanted to develop a
program to standardize Air Operations Center (AOC)
equipment, procedures and training. The goal was to
modernize and sustain AOCs as a weapon system and to refine
requirements and rapidly transition evolving C2 programs and
processes.
Solution
DRC provided a wide range of support in
acquisition and business/cost/financial management. DRC
worked with various organizations to establish a funding
baseline. We were integral to the preparation of an AOC
roadmap that outlined major AOC modernization and
sustainment efforts through FY09. The AOC roadmap is now
used by the Air Staff to conduct modernization planning for
future AOCs. Air Force MAJCOMs use the roadmap to plan their
operational and fielding requirements.
DRC developed plans and program cost
estimates that supported AOC development and fielding. We
also developed alternate AOC development and fielding
strategies to support numerous funding options, aligned AOC
modernization requirements with the program budget to ensure
an executable program, and conducted Program Objective
Memorandum (POM) planning to develop a six-year defense
budget estimate for AOC modernization and sustainment. DRC
continues work on the acquisition strategy for an Advanced
Technology AOC, supports funding exercises (what-ifs, cuts,
options, etc.), provides updates to the AOC roadmap, and
supports analysis of program and budget execution
(obligations, expenditures, schedule impacts).
Benefits/Achievements
DRC worked with the AOC System Program
office to establish the AOC program. We continuously
provided rapid response to critical program needs. For
example, the SPO turned
to DRC to quickly prepare impact statements to a $31M budget
cut by OSD. DRC personnel were selected by the SPO Director
to participate in a program restructuring effort directed by
SAF/AQ. SPO and DRC personnel met with the SAF/AQ
acquisition staff to outline the new acquisition strategy,
assisted in the preparation of a cost estimate that
justified a need for an additional $300M, and coordinated
very detailed requirements changes with the User. An effort
normally accomplished in 6 to 12 months was done in 4
months!
DRC has successfully developed
acquisition strategies and engineering solutions that have
provided for the long-term viability of the AOC Weapon
System.
