C-17 Program
Challenges
The C-17 System Program Office (SPO)
directs and executes development, production, deployment,
sustainment, modification and test of the C-17 airlift
aircraft. These are not insignificant tasks: the $43
billion, program employs 40,000 people and 1,700 suppliers
to provide the airlift capability critical to the U.S.
national defense. The organization directs worldwide
readiness support, ensuring the C-17 airlifter's reliability
and capability as an element of "global engagement."
Oversight for the C-17 program requires rapid performance of
critical tasks to support program objectives.
Solutions
DRC provides specialized support to the
C-17 SPO in acquisition program management and logistics,
configuration and data management, manufacturing/quality
assurance, and financial analysis. We update and maintain
the C-17 Integrated Master Plan and Integrated Master
Schedule. We also develop support requirements related to
readiness objectives and design; conduct specialized
analyses on life cycle cost, logistics supportability, and
warranties; perform logistic studies, resource requirements
analyses (manpower, spares, etc.), readiness assessments,
cost analyses, and trade studies. Our team provided cost
research analysis support for the preparation of cost
estimates, developed and maintained portions of cost models
and factors, and developed financial baselines and budgetary
documentation. We provided manufacturing and quality
assurance expertise for reviews and program milestones, and
supported the development, implementation, and assessment of
an advanced quality system at prime and subcontractors'
facilities using SAE AS9100 series standards.
Benefits/Achievements
Our staff was part of the team that was
nominated for the David Packard Excellence in Acquisition
Award. The Globemaster III Multiyear Procurement Follow-on
Buy Team was recognized as the hallmark of innovation in the
acquisition process. We developed the strategy for
negotiating the $9.76 billion contract award for continued
C-17 production through FY08. This team extended the total
C-17 fleet to 180 aircraft, addressing USAF shortfalls in
air-refuelable aircraft, providing a critical capability to
the war fighter. Our personnel have also been consistently
recognized by the SPO with Contractor of the Year and
Contractor of the Quarter awards and recognition.
The team implemented commercial best
practices and achieved Air Force Acquisition Reform
Initiatives in meeting the operations requirements in
support of the war fighter:
- Faster: $9.762B contract
document was signed within days of final approval;
- Better: FOB includes improved
capability, warranty and obsolescence migration;
- Cheaper: Last unit price was
reduced from $167.6M to $163.8M.
