Ike Program Support
Challenge
FEMA's Office of Acquisition Management
(OAM) required acquisition support services to assist FEMA
with recovery efforts underway in the state of Texas due to
the major disaster of Hurricane Ike.
Solution
DRC provided market research,
acquisition support for Hurricane Ike recovery requirements,
assistance with vendor outreach, and automated solutions for
managing vendor information. Our acquisition support team
performed the following Acquisition Support tasks:

Assisted with market research to
identify local vendors

Collaborated with Program Office,
OAM, and Regional personnel to develop creative
solutions for meeting Hurricane Ike requirements

Developed Acquisition Plans,
Statements of Work, Performance Work Statements,
Independent Government Cost Estimates, Source Selection
Plans, and other acquisition documents using
DRC-developed templates and samples

Provided Source Selection technical
support and assistance
-
Provided FEMA with management
reporting to monitor and track adherence to acquisition
schedules.
DRC developed numerous tools and reports
to assist FEMA with managing overall acquisition workload,
such as the Acquisition Lifecycle Management Status (ALMS)
Share Point tool. DRC uses this tool to track critical
acquisition milestones and provide FEMA stakeholders with
regular reporting on the status of acquisition activity. To
enable FEMA to better respond to future disasters, DRC
provided detailed Standard Operating Procedures (SOPs) for
Small Business, Industry Liaison, and Acquisition Support
processes.

DRC's approach provided a cost-effective
solution to OAM by providing resources knowledgeable in
FEMA's operational environment and Government acquisition
requirements.
