Human Resources Command and Control (HR C2) System Program Office (SPO) Support

Challenge

The HR SPO's primary mission is to manage the stabilization and sustainment of the Military Personnel Data System (MilPDS) and transition the system to the Defense Integrated Military Human Resources System (DIHMRS). Program and system mitigation now require application of AF acquisition management processes under the direction of a new program office within AFPC.

Solution

DRC has been providing acquisition and software management support to the HR SPO. DRC is defining "as is" and "to be" systems and providing detailed systems engineering and emerging technology research so that a realistic acquisition strategy and plan can be developed. DRC is also establishing a system of systems architecture, developing a cost benefit analysis, and analyzing the program funding stream.

DRC also provides software verification support to the HRO SPO. We evaluate, analyze and document MilPDS current design and future system integration goals, including the documentation of databases and schema. We provide insight into the viability of program structure, architecture, compliance with design/programming methodologies, and the ability to satisfy user requirements and meet schedule demands. DRC conducts studies to review MilPDS software, interfaces, data content and system security. Additionally, DRC assists the SPO in managing the integration of follow-on systems to meet Air Force and DoD requirements.

Benefits/Achievements

DRC has facilitated the prioritization of resources with improved acquisition discipline processes and procedures and development of current and future system definitions that are linked to requirements. We have also developed structured short- and long-term systems plans that allow development of an accurate funding stream for the program.
