Challenge
The Office of State and Local
Coordination (OSLC) is responsible for coordinating US
Immigration and Customs Enforcement (ICE) participation in
multi-agency/multi-authority programs that relate to state
and local governments. Agreements of Cooperation in
Communities to Enhance Safety and Security (ACCESS) is the
portfolio of ICE programs that can be leveraged by state and
local law enforcement to be a force multiplier for ICE. OSLC
required a broad array of program management support to
implement and manage the ACCESS program.
Solution
DRC is providing a broad array of
integrated program management support activities including:
program control and accountability support, cost benefit
analysis support, risk mitigation activity support,
investment management support, activity reporting, strategic
planning and management, acquisition planning, training and
awareness, project planning and scheduling, and
communications planning.
DRC employs our Value-Driven
Reengineering (VDRE) methodology to determine how to best
implement desired changes. VDRE is based on the Project
Management Body of Knowledge (PMBOK®)
and Software Engineering Institute (SEI) CMMI best practices
for project management, systems development, and quality
assurance. DRC's Business Process Reengineering (BPR) and
change management tools are incorporated into our VDRE
methodology. VDRE is implemented using internal and
commercially-available tools for organizational development
and change management. We use Pareto Charts, Fishbone
Diagrams, and Force Field Analysis to discover each factor
that impacts a business process. Armed with data on all
aspects of a process, DRC consultants facilitate the
development of new processes using tools like Grid Analysis,
Decision Trees, and Mind Maps to assess the impacts of each
potential process change on teams, individuals, and
organizations.
