Challenge

Air Force Space Command/LGXY needed logistics acquisition and sustainment support on numerous space surveillance legacy systems.

Solution

DRC support included oversight of logistics process outlined in DoD Instruction (DoDI) 5000.2 for acquisition of new fixed and mobile systems and the modernization of current systems. We assessed and implemented sustainment programs for legacy systems and developed supporting guidance and instructions for the implementation of logistics process for systems. We provided oversight/insight into SPO activities and ensured AFSPC requirements were correctly articulated in the acquisition contracts and in services provided by SPO Contractor Depot support. DRC participated in design reviews and supported fielded systems/subsystems. In support of future acquisitions and sustaining current capabilities, we maintained and published revisions to the AFSPC Technical Manual Development Guide (TMDG) and ensured technical documentation was procured, developed, delivered and sustained in accordance with command standards. DRC provided an integrated Agile Logistics philosophy to improve the development and implementation of logistics support plans. These plans, created to drive just-in-time responsiveness, provide the blueprint for meeting operational requirements for transportation, configuration management, scheduling, information and data management systems, security, manpower, logistics support analysis, maintenance processes, logistics planning, mobility planning, and training support.

Benefits/Achievements

Our logistics solutions met and in many instances exceeded the Government’s needs, addressing all management, technical, schedule, and cost considerations required for successful task accomplishment. We utilized a flexible knowledgeable, experienced, and skilled staff to support high-priority tasks with minimal cost to the Government. A noteworthy accomplishment was the delivery of the multimedia Integrated/Interactive Electronic Technical Manual (IETM) for the Flyaway Transportable Satellite Communications Terminal (FTSTAT) system. A demonstration training capability was developed with the FTSAT IETM for system certification using computer-based and Instructional System Development (ISD) techniques. HQ AFSPC/LG stated that the FTSAT IETM development team "developed the most dynamic multi-media IETM seen to date."
