Army Safety Performance Improvement and Reporting Engine
(ASPIRE)
Challenge
A Congressional mandate required Army to
reduce costs and lost work time resulting from safety
incidents at Army installations. This required
implementation of integrated safety program with large,
diverse stakeholder group, and evolving business
requirements. As a result there were multiple project teams
of varying scope and complexity, multiple software products,
and complex information assurance and administrative
processes.
Solutions
DRC performed full-lifecycle software
development services to design and implement the ASPIRE, which
serves as the ISMP information system. DRC provided
technical project management, requirements analysis, and
work system design services for ISMP. DRC conducted
strategic planning and organizational assessment services
including extensive business process reengineering (BPR) and
improvement services. These services included facilitating
BPR focus group sessions with ISMP stakeholders, conducting
interviews, determining the “As-Is” and “To-Be” states and
performing a subsequent fit-gap analysis to design ISMP
systems and processes.
Benefits/Achievements
Our BPR processes led to successful design
and implementation of Innovative Safety Management Program (ISMP)
ASPIRE system. Our mobile safety assessment program
streamlined safety assessments, improving efficiency, time
performance, and overall safety at Army installations. This
reduced costs of safety incidents by $3.8M through improved
safety reporting procedures and processes.
