HUD Rental Housing Assistance Business Process
Reengineering
Challenge
The U.S. Department of Housing and Urban
Development's (HUD's) Office of the Chief Information
Officer (OCIO) needed to conduct a business process
reengineering effort for its Rental Housing Assistance (RHA)
line of business.
Solution
DRC was chartered to develop a strategic
vision for the reengineering, validate the target
architecture, and define specific improvements for RHA
functions, processes, organizational alignment and work
flows. DRC used its Value Driven Reengineering Methodology
to perform the assessment of the organization, develop
recommendations, and implement them.
DRC began by leading a Project
Mobilization phase, in which key players across the
organization were brought to consensus on the scope,
organizational goals, priorities, vision, and strategies for
achieving organizational change. The discovery and
subsequent monitoring of current projects helped the OCIO
move the current initiatives towards the same organizational
objectives: to improve control over 'rogue' development
efforts; to further the implementation of enterprise
architecture, to maximize HUDs allocation of project
resources; and assure a positive return on these
investments.
DRC is profiling the current operational
processes and performance indicators to develop a straw man
future service delivery model. An important aspect of this
work is the identification of redundancies in the existing
work flows and validation of a target architecture for
future Information Systems (IT) investments across the RHA
line of business.
DRC will prepare a series of immediate,
near term, and long term recommendations to support the new
organizational vision. DRC will conclude the work by
producing an implementation plan. Through the Value-Driven
Reengineering methodology, DRC will define and develop the
new functional organization to ensure that all value added
tasks are accounted for and placed into the proper work
flows. New position descriptions will be developed to
support the functional groups.

Reengineering Methodology to support HUD's efforts to
improve fiscal accountability, increase transparency in its
subsidy management practices, and deliver a rationalized IT
portfolio that eliminates waste and redundancy in RHA's
system investments.
