Challenge

TSA's Chief Administrative Officer (CAO) needed to perform a business process reengineering (BPR) effort to implement process improvements in the Office of Real Estate Services (RES).

Solution

To effectively assess the functions, processes, tools, and organizational structure of the RES program office, DRC applied its Value Driven Reengineering (VDRE) methodology to perform an assessment of the organization and develop recommendations. Through this methodology, DRC facilitated creation of a shared operational vision for the process, organization, and IT infrastructure, including end-to-end project management of acquisition projects, formal management of performance measures, and monitoring of vendor performance.

DRC developed business process models and a business case to align with the operational vision, including project management, portfolio management, performance management, and service assurance. DRC partnered with RES leadership to create both higher-level process flows and detailed operational procedures. DRC's organizational change implementation plan included a communications and program management approach for implementing the new organizational structure, business processes, and IT infrastructure. DRC conducted training on the new processes and technologies for RES staff, and provided program management support to RES leadership to transition to the new organization.

DRC's monitoring and evaluation activities continued following implementation. We leveraged our Organizational Change Implementation Checklists to assist RES leadership in overseeing the achievement of the new operational vision.

Benefits/Achievements

DRC successfully implemented a new organizational structure, business processes, and IT infrastructure for the RES program office. The approach we used ensured buy-in to the new processes from a very diverse group of stakeholders.

As part of the reengineering effort, DRC performed systems analysis, design, development, and support of the enterprise real estate management system (ORES) for the TSA RES. This system was implemented using the latest web-based architecture.
