Statewide Colorado Voter Registration and Election
System (SCORE)
Challenge
In spring 2008, Colorado's Department of
State was in the process of rolling out SCORE, an electronic
voter registration and election management system. The new
systems was mandated by the Federal Help America Vote Act (HAVA),
SCORE transforms the way elections are conducted in Colorado
by providing a centralized system for counties to use for
voter registration and execution of the election process.
Although the software was working well in the data center,
the State had performed an independent assessment and
determined that network issues existed in at least 22
counties. End users were still having problems with access
and system response. With all of the scrutiny that comes in
a presidential election year, it was critical any problems
be resolved so that the primary and general elections would
be conducted free of system problems.
Solution
DRC was hired to consult with the SCORE
contractors and State information technology staff to assure
voter registration prior to the primary was uneventful. DRC
brought a 10-year history of working with Colorado's
counties, where the voter registration would take place, and
understanding of their unique and varied capabilities for
broadband access. DRC had experience working with not only
the counties, but the local service providers that delivered
internet access to county offices. DRC staff assisted the
Project in providing overall management of the county
network architecture and supported county workers by
resolving their network and workstation/peripheral issues.
Benefits/Achievements
After an unprecedented voter
registration drive, SCORE performance for county workers
during both the August primary and November general
elections came off without a hitch.
In 2009, DRC competed for and won a
contract to provide ongoing infrastructure operations and
continuous improvement for SCORE. DRC successfully
transitioned support from the prior contractor in a short
time frame. DRC also completed an architectural assessment
of the SCORE infrastructure and provided recommendations for
improving the reliability and performance of SCORE. We
continue to operate and maintain as we implement
improvements.
Because of DRC's involvement with other
Colorado agencies, we've been able to identify areas where
agencies can share resources to obtain cost savings during
these times of economic crises. The Department of State has
recently completed the 2010 election cycle with similar
success.
