DHS CIO Capital Planning and Investment Control Support
(CPIC)
Challenge
The Department of Homeland Security
(DHS) needed support in capital planning to meet Office of
Management and Budget (OMB) A-11
requirements.
Solutions
We provide a three-tiered approach to
meet CPIC needs and ensure the successful
institutionalization of investment management practices. We
assist CPIC with:
- CPIC Policy–We provide Chief
Information Officer (CIO) level support for establishing
and institutionalizing department agency policies and
practices. Our support includes CPIC policy development,
implementation, and training.
- Portfolio Evaluation and
Investment Reviews–We provide CIO offices and IT
investment review boards with an independent, objective
review and evaluation of OMB Exhibit 300s and investment
submission packages. Our reviews incorporate
best-practice evaluation criteria to ensure investment
alignment with OMB, PMA, and FEAF requirements. Further,
we assist CPIC in implementing portfolio management
practices, thereby optimizing resource allocation and
limiting duplicate IT investments.
- Project LC Support–We support PMOs by managing and tracking the full lifecycle of IT
projects. Our support includes project plan development,
acquisition support, and earned value analysis, as well
as development of critical project profiles (business,
financial, risk, and technical). In addition, our
assistance incorporates industry and government best
practices and promotes use of Project Management
Institute (PMI) methods.
