OUSD Director of Defense Research and Engineering Office (DDR&E)
Challenge
The DDR&E needed help to re-energize
systems engineering efforts on all system development
projects, including weapon, vehicle, and IT, within the DoD.
The office needed to closely monitor, assess, and address
risks related to the development of DoD systems, in light of
the many development failures and cost overruns on major DoD
programs.
Solution
DRC is assisting DDR&E in conducting
Program Support Reviews (PSRs). PSR preparation includes a
thorough review of systems acquisition program acquisition
documentation which includes Systems Engineering Plans and
Test Evaluation Master Plans. DRC is also providing systems
assurance and program protection support to address the
cyber security aspects of system development. Large DoD
systems contain software and components from myriad
contractors and vendors, which introduces significant risk
related to the security of these components and the overall
system.
DRC is providing cyber security and
program protection services including program review,
requirement assessments, system assurance, and risk
identification on DoD's 200 largest programs. DRC is also
providing subject matter experts and systems engineers in
all DDR&E systems engineering technical areas to drive new
and current best practices from industry, academia, OUSD,
and the Services to improve systems engineering practice and
results, ultimately improving cost, schedule, and
performance for our nation's largest investments in weapons
and mission systems. Our work focuses on early systems
engineering lifecycle activities and fulfilling the tenets
of the Weapon Systems Acquisition Reform Act of 2009 so we
can improve accountability and success in DoD major defense
acquisition programs. Systems analysis focuses on family of
systems engineering, systems of systems engineering, and
engineering resilient systems based on the tenets of DoD's
Systems 2020 initiative. Modeling and simulation in
acquisition improves, extends, and systematizes the use of
modeling and simulation to enable DoD to build more complex,
emergent, and adaptable systems. Lastly DRC's technical
support identifies impacts of initiatives from the Office of
the Secretary of Defense and provides policy and program
guidance in the increasingly important areas of net-centric
services, interoperability, IT standards, and spectrum
management.
Benefits/Achievements
DRC has conducted more than 40 systems
engineering assessments of Acquisition Category I systems
programs for the OUSD, Acquisition, Technology and
Logistics, Defense Systems/Systems Engineering Office. These
assessments have enabled DoD stakeholders to make informed
decisions about development programs and to achieve
credibility and effectiveness in acquisition and logistics
support.
