Program Executive Office (PEO) Aviation Programmatic Support
Challenge
The PEO Aviation Headquarters and the
Project Manager Office (PMO) Aviation Systems (AS), Product
Manager for Air Traffic Control (ATC) needed a broad range
of support in its mission to develop, acquire, test,
integrate, and field Air Traffic Control Systems.
Solution
For well over 15 years under various
contract vehicles, DRC has provided support to the Air
Traffic Control Product Manager's Office on numerous ATC
programs. As part of this support, DRC researches, reviews,
updates, and provides input for PEO Aviation program
requirements, including acquisition planning documentation
and contract requirement documentation, memorandums of
understanding, and acquisition reports and program
initiatives. We provide input and recommendations for
program schedules and risk assessments for production,
testing, and software, Program Office Estimates (POEs),
Wartime Flying Hour Rate Studies, and Safety Reporting
Procedures; Science and Technology and Aviation
Modernization Campaign Plans; Analysis of Alternatives (AoAs);
Aviation Force Structure Analysis; and cost estimating
activities in support of all PEO Aviation program reviews.
We also research, collect data, and analyze operational
feedback in the development and preparation of strategies
and reports for presentation to US government agencies,
international governments, NATO, and non-government
agencies. Specific activities include preparation, update,
and support of the following initiatives and documentation:
program cost analysis, program checklist and schedules,
milestone documentation, transition plans, configuration
management plans, and Test and Evaluation Master Plans (TEMPs).
Finally, we provide input and recommendations to the
Capabilities Requirements Directorate (CRD) for updates to
requirements documentation, any new start requirements
documentation, and review of emerging Army doctrine to
determine if it impacts the Air Traffic Service (ATS)
mission area.
Benefits/Achievements
DRC's provides comprehensive support for
all phases of the procurement lifecycle. DRC has played an
integral role in putting the state-of-the-art Air Traffic
Control system in the hands of the war fighter. DRC has
provided input for the resolution of numerous complex
problems/issues. For example, DRC established the
fundamental documentation necessary for the smooth
development and acquisition of ATS Weapons Systems,
providing support services in the areas of cost
estimating/analysis, strategic planning, acquisition
support, data base management, and other related business
and analytical efforts. DRC's on-site employees managed
complex troubleshooting, analysis, coordination, and problem
solving to overcome test anomalies to ensure that testing
remained on schedule. All of these efforts resulted in a
successful certification effort for PM ATC.
