AFSPC/A5FS needed logistics subject
matter expert and staff integration support for integrated
logistics lifecycle sustainment of the sensitive Space-Based
Infrared Systems (SBIRS) in performance of HQ AFSPC Space
Situational Awareness (SSA) mission areas of missile
warning, support to missile defense, and supporting battle
space awareness for theater commanders and warfighters.
Solution
DRC assisted HQ AFSPC/A5 Requirements
Division in the implementation of the JCIDS-based
acquisition processes of identifying, reviewing, and
validating logistics requirements for current and future
Overhead Non-Imaging Infrared (ONIR) systems. DRC supported
the validation of enabling concepts and Capability
Development Documents (CDD) for future ONIR systems, ensured
adequacy and accuracy and logistics suitability of current
and future systems operational concepts. DRC implemented and organized a comprehensive
logistics support program. Services included all the
traditional logistics activities, as well as participation
in the sustainment of the current SBIRS and
establishing/implementing the JCIDS-based ground work for
future ONIR systems. DRC provided extensive training
planning and external coordination of SBIRS training
requirements and developing system training plans for spiral
upgrades. All future systems acquisition support activities
were focused on supporting JCIDS Milestone A tasks for
future ONIR systems.
DRC performed technical and editorial
review of the Space Range Communications Modernization Plan,
ensuring accuracy, consistency and sustainability of
concepts identified in the documents, and
chaired/represented AFSPC/A5FS at the SBIRS Training
Planning Team (TPT) meetings to identify, clarify and
resolve training issues/process being impacted by changes in
SBIRS capabilities and operations. We represented AFSPC/A5FS
at the SBIRS Training Planning Working Group (TPWG) and
assumed the lead for updating the System Training Plan, a
document that identifies the current and future status of
the system and all training-related activities.
Benefits/Achievements
DRC performed as the A5FS lead for
ensuring that a suitable training capability was developed
for SBIRS Increment 2 delivery. We identified critical
requirements and recommended deletion of non-critical
requirements to allow System Program Office (SPO) more
flexibility in acquiring an affordable capability that
will meet the needs of the system operators. DRC represented AFSPC/A5FS during the SBIRS Government Furnished Equipment (GFE)
and Cryptographic Working Group meetings to identify and
establish equipment needs and availability dates, critical
to ensuring the right part, at the right place, at the right
time.
