California Strategic Offender Management System (SOMS) Training
Challenge
The California Department of Corrections
and Rehabilitation (CDCR) is implementing a
multimillion-dollar effort to automate and streamline
offender data systems. The SOMS project will consolidate existing databases,
provide a fully automated system, and standardize adult and
juvenile data and population management practices
enterprise-wide. The prime contractor for this effort, EDS
(now HP), needed an industry leader to develop a
comprehensive, state-of-the-art, training solution for this
critical effort.
Solution
DRC's training solution is user-centered
and recognizes that learning is a continuous process that
extends long after a staff member completes instructor-led
training (ILT). Our solution incorporates a suite of
integrated training products and a variety of end-user aids
designed to facilitate the transition to SOMS before,
during, and after ILT. Our solution encourages staff to
become independent learners on the job. To develop the
training products, DRC is employing a proven Instructional
Systems Design that employs a structured approach to
analyzing staff needs, developing and delivering training,
and evaluating results.
Our training solution provides a variety
of instructional tools based on proven designs, including
tools for evaluating training and job task performance
effectiveness. We gradually introduce CDCR staff to online
learning options. Our solution provides structured learning
paths in e-learning lessons and instructor-led Webinars with
the opportunity for questions and answers. We provide
hands-on practice in a "sandbox" (safe play area) training
environment using task-based scenarios relevant to trainees’
job assignments.

innovative, multidimensional approach to end-user training.
Our approach will maximize the effectiveness of training
while minimizing its impact on normal business operations.
We are capitalizing on state-of-the-art technologies to
mitigate logistic and staff turnover challenges. Our
solution fully supports the diversity of end-user roles, a
geographically dispersed trainee population, a wide range of
end-user technical competencies, and a rollout approach that
implements SOMS at a large number of sites at one time.
DRC is providing CDCR with the next
generation of a proven, integrated suite of training tools
that has been successfully used in a number of information
system implementations, including the Colorado’s child
welfare information management system (Trails), Colorado’s
Benefits Management System (CBMS), Ohio's child welfare
system (Ohio SACWIS), Tennessee's eligibility determination
system (TNVIP) ,and Tennessee’' child welfare system (TFACTS)
and California’s Case Management, Information and Payrolling
System (CMIPS II).
